CITY OF MESQUITE – Airport Sewer Line Extension Project

Labor Commission Project Identifying Number:    CL-2018-78

ADDENDUM NO 1 - 12/12/17


Notice is hereby given that the City of Mesquite, Nevada (the “City”), is seeking sealed bids for certain construction or work to be performed referred to as:  Airport Sewer Line Extension Project (the “Project”). The Project is to be performed within Mesquite City, Clark County, Nevada. The following is a summary description of the Projects:  

The project includes, but is not limited to, furnishing and installing 1781 feet of 8-inch diameter SDR 35 PVC Sewer line, along with associated manholes near the municipal airport in the City of Mesquite Nevada.   Including the milling of 3-inches of asphalt, stockpiling the shavings at the airport in accordance with the improvement plans, and finally the replacement of 3-inches of asphalt (approximately 69,102 s.f.)

The Project is more fully described in the plans, drawings, specifications, and other Project documents available from the City of Mesquite. Such documents will come available on December 4, 2017 at the Mesquite City offices located at 10 E Mesquite Blvd. in Mesquite, Nevada. These documents may be purchased for $50.00 per set of hard copies or $20.00 per set of electronic copies. Payments for these documents are non-refundable.

A mandatory pre-bid meeting will be held on December 12, 2017 at 10:00 a.m. (PST), at the Mesquite City Offices, 10 E. Mesquite Boulevard, Mesquite, Nevada. The purpose of the meeting will be to discuss the Project, to answer questions or concerns from Bidders, and to address any key issues related to the Projects. Bids received from parties who are not present at the pre-bid meeting will not be considered. 

Bids must be submitted no later than 10:00 a.m. (PST) on December 19, 2017 to the City of Mesquite Public Works Department, located at 10 E Mesquite Blvd., Mesquite, Nevada 89027 and the Bids received will be publicly opened and read aloud at that time at the City offices. Any Bid received after the time and date specified shall not be considered.  Bids must be submitted on the documents provided and must be accompanied by a bid security in the amount of five percent of the Bid. Bids must be submitted in a sealed envelope plainly marked on the outside of the envelope with the name of the Project, Attn: Travis Anderson, name of Bidder, Bidder’s address. If the Bid is sent to the City by mail, the sealed envelope containing the Bid must be enclosed in an outer mailing envelope addressed to the City of Mesquite at 10 E Mesquite Blvd., Mesquite, Nevada 89027.

Pursuant NRS 338.147, NRS 338.1389, and other pertinent provisions of Nevada law, any Bidder seeking to qualify to receive a “preference in bidding” must submit a Nevada State Contractor’s Board Certificate of Eligibility evidencing the preferential status. Said certificate must be attached to and submitted with the Bid.

The City reserves the right to reject any and all Bids or to waive any informalities or minor defects in a Bid in the City’s sole discretion, to the extent allowed by law. Any award will be on the basis of the lowest responsible Bidder, unit price, conformance to plans and specifications, Bidder’s qualifications, full and accurate completion of the Bid documents, the extent to which the City judges the Bid to be in the best interests of the City, and other appropriate factors as may be permitted by Nevada law. If the estimated cost of project exceeds $250,000, then the award will be to the Bidder who submits the “best bid” (see NRS 338.147).
