RECEIPT OF BIDS: Sealed bids for construction of the Pioneer Shared Use Trail will be received by the City of Mesquite, 10 E. Mesquite Blvd., Mesquite, NV, until September 10, 2014 at 2:00 p.m. (local time) and then at said office publicly opened and read aloud. 

OBTAINING CONTRACT DOCUMENTS: Copies of the CONTRACT DOCUMENTS may be obtained on or after August 4, 2014 at the City of Mesquite offices upon payment of $50.00 for each hard copy set (not including shipping), or $10.00 for an electronic set via CD, none of which will be refunded.

DESCRIPTION OF WORK: The work generally consists of: Construction of 3,500 linear feet of concrete sidewalk. Project also includes but is not limited to excavation and grading, landscaping, utility relocation, concrete flat work for bench and garbage can placement.

PRE-BID CONFERENCE:  A pre-bid conference will be held on August 27, 2014 at 10:00 a.m. at the Mesquite City office at the address listed above.  Representatives of the OWNER and the ENGINEER will be present to discuss the project.  Attendance is mandatory for all bidders.

BID SECURITY: Each proposal must be submitted on the prescribed form and accompanied by Bid Security in the form of a certified cashier's check or a corporate bid bond executed on the prescribed form, payable to the City of Mesquite in the amount of five percent (5%) of the amount bid.  The Successful BIDDER will be required to furnish Performance and Payment Bonds, each in the amount not less than 100% of the contract price.

ADDRESS AND MARKING OF BID:  The envelope enclosing the bid shall be sealed and addressed to the City of Mesquite and delivered or mailed to City Clerk’s Office 10 East Mesquite Blvd., Mesquite, NV 89027.  The envelope shall be plainly marked in the upper left-hand corner with the name and address of the bidder and shall bear the words "Bid for," followed by the title of the Contract Documents for the work and the date and hour of opening of bids.  The certified or cashier’s check, money order, or bidder's bond shall be enclosed in the same envelope with the bid.

LABOR REQUIREMENTS: The attention of Bidders is directed to the applicable federal and state requirements regarding conditions of employment to be observed.  All bidders are required to comply with Executive Order No. 11246 regarding equal employment opportunities.

The City of Mesquite, in accordance with the provisions of Title VI of the civil rights act of 1964 and the regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantages business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

SMALL, MINORITY, AND WOMEN BUSINESS REQUIREMENTS:  Qualified small/minority/women – owned businesses are encouraged to submit bids on this project.  Bidders that use subcontractors are required to make a good faith effort at soliciting small/minority/women subcontractor participation.  Bidders shall meet the Disadvantaged Business Enterprise goal of 3% as specified in the contract documents

FEDERAL REQUIREMENTS: This is a federally funded project utilizing a federal wage decision.  The Nevada preference laws do not apply to this project.  This project is subject to David-Bacon prevailing wage rates, 2014 prevailing wage rates for Clark County, section 3 provisions, affirmative action and NRS 338.  The higher prevailing wage rate, Federal David-Bacon or Clark County, shall be used on the project.

PROJECT ADMINISTRATION:  All questions relative to this project prior to the opening of bids shall be directed to the ENGINEER for the project, and all questions shall be in writing.  It shall be understood, however, that no interpretations of the manufacturer’s drawings will be made by telephone.
