Understanding the Redevelopment Agency

Redevelopment agencies are a tool available to communities to help breathe new life into areas in need of revitalization, economic development and new opportunity.

In 1995, the Mesquite City Council recognized the need to revitalize and reinvest in the downtown area of Mesquite and created the Redevelopment Agency of the City of Mesquite (RDA).

  • Although the RDA is technically a separate legal entity from the city, the agency board is composed of the Mayor as Chair and the Councilmembers as members of the Board.

Currently, the redevelopment area is defined by property tax districts 902 and 903.  (Property Search by Owner)  The property tax rate between a redevelopment tax district and a regular tax district is the same, the difference is in how the taxes are distributed.  (Tax Rate by District)  The redevelopment area is composed of five redevelopment sectors:

  • Industrial Corridor
  • Commercial & Multi-Family
  • Urban Corridor South of I-15
  • Urban Corridor North of I-15
  • Western Development

The RDA promotes the renewal of downtown Mesquite and other older commercial districts by working with developers, property owners and the community to accomplish beneficial revitalization efforts.  The RDA does this by funding public works projects, administering business incentives and overseeing other programs and initiatives that create greater commercial activity in redevelopment areas.

At this time, there are three incentive programs available to commercial property owners in the Urban Corridor South of I-15:

  • Facade Rehabilitation
  • Sign Replacement
  • Building, Remodeling and Rehabilitation.
